Background biometric monitoring
The Challenge
Police officers, firefighters, and military personnel routinely enter situations where they cannot manually call for help: incapacitated, restrained, or fighting through a life critical event. Traditional panic buttons and radio check protocols fail exactly when they're needed most. The category needed a system that could act on behalf of a responder who cannot act for themselves.

What We Built
SAFER (Situational Awareness to Facilitate Emergency Response) is a patented cloud platform + mobile app that pairs with a wearable biometric monitor. It runs silently in the background, watches for anomalous heart rate signatures outside preset safety thresholds, and auto transmits an emergency alert plus precise GPS location to dispatch and nearby responders: without the wearer having to touch anything.
Step 01
Wear the sensor
Officer or first responder pairs SAFER with a wearable biometric monitor (e.g., Garmin heart rate strap).
Step 02
Monitor in the background
The mobile app runs silently, streaming biometric data against the individual's preset safety thresholds.
Step 03
Detect the anomaly
Sudden spikes, drops, or sustained irregularities in heart rate outside safe bounds trigger the alert engine.
Step 04
Broadcast for help
SAFER auto transmits the alert plus precise GPS location to dispatch and nearby responders: no manual call required.
Outcome
HeartSync secured a U.S. patent for the world's first biometric activated personal emergency alert system in January 2017. SAFER is now in active beta with the Windcrest Police Department and additional San Antonio area first responder agencies. The stretch roadmap: expand the same anomaly detection engine to the general public for cardiac event prediction and vulnerable population monitoring.

Windcrest Police Department
Texas · Primary case study
Chief Al Ballew launched a beta rollout of SAFER with officers wearing Garmin heart rate monitors. Goal: expand deployment across the department by end of 2024.
San Antonio Fire & Police
Texas · Regional beta
Additional beta testing with San Antonio area police and fire departments. Focus: cardiac event prediction and officer down detection where manual calls are impossible.
Founders
Serial entrepreneur meets clinical rigor.
Sal Castillo
Managing Partner & Patent Holder
Serial entrepreneur since age 7 (TV Guide route). Owned a restaurant/bar at 22, tennis club at 33, tennis-court construction company at 35. Business Management degree, Southern Illinois University. Patented the world's first biometric-activated personal emergency alert system. Motivation: felt police and firefighters are underappreciated and set out to keep them safe.

What actually made SAFER credible.
01
Patent early, patent narrow
SAFER's January 2017 patent on biometric activated personal emergency alerting created a defensible moat in a category (public safety wearables) where competitors would otherwise copy the workflow overnight.
02
Beta with the buyer, not the crowd
Partnering with the Windcrest PD chief directly (not chasing consumer downloads) built the credibility that GovTech procurement actually requires. One chief becomes a reference for the next.
03
Life critical demands trust
Founder pairing matters: a serial entrepreneur (Sal Castillo) plus a Johns Hopkins trained physician (Dr. Bligard) covers both the shipping a product story and the clinical trust story a first responder buyer needs to hear.
04
Solve for when help can't be called
The product's insight isn't 'monitor heart rate.' It's 'send help when the person can't ask for it.' That single frame narrows the design, sharpens the pitch, and makes the product impossible to confuse with a fitness tracker.
